Although it is officially named the “pensive face” emoji, “remorseful” might be more appropriate. Certainly, with its closed downturned eyes and mouth, and its expression filled, tense eyebrows, the emoji looks more sad than thoughtful. It is said to be pensive in the sense that it is sad or contemplative of something which has just gone wrong, or remorseful for something the sender had recently said or did. Even more frequently, the emoji is used to show condolences, such as for the recent death of a friend or relative, or to show support for someone who is going through a particularly hard time.
