The wastebasket emoji is a fairly versatile emoji which can be used in a number of different contexts. Most versions picture an empty metallic or plastic wastebasket, though both LG and Samsung have gone with a metal trashcan with a lid. It can be used to describe anything – figuratively or literally – which is thrash, and can be combined with another of other emojis. For instance, when combined with a pile of poo emoji it would be a very lightheaded way of saying an idea or plan is only worth the bin! It is also a symbol used in technology and computers to represent deleted files, and can be used in that context also.
