Definitely one of the emojis that smokers use when poking fun at pretty much anyone that happens to be judging this habit, this No smoking emoji is often seen on various locations, even though many of us admit to sing this one when captioning yet another of our photos that features the cigarette in our hand. So we may say that this emoji is definitely used just as often by the smokers as it is by the non-smokes and often in a sarcastic way. We may not agree that this is the right way to use it, but nobody cares.
