The raised hand emoji depicts a single, entirely disembodied hand raised, palm facing forward and with all four fingers held straight. Some emoji platforms allow for skin tone modification, otherwise the emoji appears yellow or with a pale Caucasian complexion. The emoji has multiple meanings, all of which are fairly straightforward and universally understood. It is frequently used as a halt or stop signal, and can be employed in messages and social media posts to stop people in their (figurative) tracks or to call their attention to an issue. In certain contexts it can also be used as a symbol for giving a high-5 and for telling people they did a good job.
